pctspk.exe

I am running XP Home

The process pctspk.exe uses %99 of my CPU

I hit CTL + ALT + DEL, select to end the pctspk.exe
process and my CPU usage drops to normal and has no
negative effect on my system.

Can pctspk.exe be permanently deleted to eliminate this
problem?
