Norton AV does not report a problem with this file however PCillin shows it
as a Trojan
Do I simply delete it and if so why is it being overlooked by Norton?

Get info on the Trojan first. See if matches the description. PCillin
may be false alarming. Also, you can get more "opinions" on the file
by uploading it to av scanning sites:
