pcmicia usb 2 seemingly too slow

My notebook came with USB 1.1 installed. I use an external 40g hard drive
that is USB 2.0. It works, but it's slow.

I just purchased a PCMCIA card that is supposed to provide two USB 2.0
ports. The new ports work, but they are still very slow. I don't seem to
have gained any speed at all. What's up?

Device Manager shows the new ports as USB, but does not specify USB 2.0.
Should this be?

The new PCMCIA card is a cheepy from ebay (STLab).

Thank you.

I did get it working after installing & uninstalling the drivers several
times. I really don't know what finally made it work, but I'll not complain.
