PC stucks in applying computer/personal settings

When I start a Windows 2000 client, it gets stuck at applying
computer/personal settings for more than 20 min. This problem occurs in
not only one pc but most of the pc's in a network.
Every pc is installed with sp4 along with latest windows patches.
Kindly resolve the problem
 
check the wins and DNS settings on the clients for errors if these are
fine check the port speeds on the cards and switch
