PC hangs while booting

My PC hangs on the screen 'Windows is starting up'. When the screen
saver comes on I can then move the mouse and use the PC. Anyone ever
see this. I had a disk crash and had to replace it, and have had this
since then.

Start up in safe mode, peck f8 during boot up to get to the safe mode
screen. If it works in safe mode check to see what programs are starting up
when windows boots. Run msconfig and click the startup tab and shut down
programs one at a time and reboot till by chance you find the offending
program. Just a try. Later on.

It seems to boot ok in safe mode, only stopping with a message about a
password for administrator, then user. I ran the msconfig and there's
many lines there. I unchecked a couple for programs I don't need and
rebooted. Same result. I'm wondering if there's anything in Microsoft
support that discusses this.

I would uncheck them all, won't be a problem.
What antivirus, might disable/uninstall for testing.
