Pc error or crashed, not sure?!

Hi
Bubbles here. Problem I'm experiencing is that when I start my pc up all
seems to go well until I've realised that my screen has gone blank. I've
tried to initialise the pc in 'safe mode', however, I have then been informed
of the following:

"STOP: COOOO21a {Fatal System Error.}

The Session Manager Initialization system process terminated unexpectedly
with a status of OxC0000034 (0X00000000 0X00000000).

The System has been shut down"

Please if anyone can advise me on this matter, it will be deeply appreciated
as I do not have much knowledge of pcs as I've taughy myself basically to use
a pc and am learning every day. However, this crisis has stumped me and left
me at a complete loss as I've just purchased this pc and everything seems to
have gone wrong with it. Do I return it to person I purchased it from to
solve error or will I be forced to pay for this error to be correctified?

I am getting this same error on a laptop of mine (Dell Inspiron 1200) running
XP Home edition. The laptop will not boot through safe mode, and boot from
last known working profile doesn't work either. I have read in other
locations that this may have something to do with a bad video driver, but I
haven't downloaded any updates recently (turned off auto-update almost
immediately). Any ideas out there as to how to repair this (outside of
re-formatting/re-installing XP)?
