PC does not start or wake up

I have a Dell PC with Win XP Professional and there were no problems for
several years.
However, recently, it refused to wake up from standby. And now, a more
serious problem: after shutdown, it frequently refuses to start up (PC
starts to run, but black screen, no error messages). It took some 5
tries to get it started this time and I wonder if I will be back online
after next shutdown.
Would this be a Win XP problem, or a hardware problem?

Not an XP problem as the system is not properly completing POST, it's a
hardware problem, possible power supply.

Could it perhaps have to do with a faulty video card?

Contrary to what you might thing, if you turn on the PC and get no video,
more often then not it is not the video card that is the problem.
