Paste is not enable to copy between workbooks

I am able to copy and paste information between worksheets. But the paste
feature is disable when copying between workbooks.
 
Is there vba code in the workbook activate/deactivate events? this may clear
the clip board
Are both workbooks in the same instance of Excel?
