Passwords Unexpectedly assigned to user after latest update

I am working on a computer running Win XP Pro. They recently did an upgrade
and now nobody can logon to the computer. Users that did not have passwords
are now asking for passwords. leaving the field blank did not work as it had
in the past.

When trying to logon there is an error that says

the program issued a command but the command length is incorrect.

Any ideas?

Have you asked the people who did the upgrade?
