passwords go bye-bye

My harddrive was wiped and I got a clean install and new
virus protection (Kaspersky). Now it works great but
everytime I enter a password and say remember (in outlook
express and in explorer) the computer pretends to
remember it but then forgets it. I have looked
everywhere and the only reference I find relates to
reseting the location of passwords related to outlook.
Will this potentially dangerous solution fix everything
(including explorer?)
