Loses saved passwords on reboot

I check the box for Windows XP to remember my passwords
and after reboot I will get prompted again for the same
password. If I do not reboot then the computer will
remember the password. This happens in Outlook,
Frontpage, IE.

Also I beleive a related problem is MS Office will not
remember where I had my toolbars positioned after a
reboot.
