Two things, I cannot get run cmd.exe. The dos screen flashes for a second
and disappears. Also, it seems like I do not have admin. rights yet I never
setup a password for system admin. Does anyone have an idea. I am using
Windows XP home edition.

that's because it's cmd.com. Try just typing "cmd" (without the quotes) in
the "Run" box.

What does setting up a password for the built-in Admin account have to do
with whether your log-in has admin rights or not?
Boot into Safe Mode, log in as The Administrator and change your User
Account to one with Admin rights.

I actually only typed cmd in the run box. On certain situations, the
following box comes up. "Windows cannot access the specified device, path or
file. You may not have the appropriate permissions to access the item."

You might want to try doing a search on "cmd" on your computer to see that
that statemnt is false. The file *is* cmd.exe.

I stand corrected. May I suggest that "wrong" might have been slightly more
kind than "false" though?

Sorry, I didn't mean to be unkind (and I'm not at all sure that either word
is kinder than the other). I simply meant to point out the error. If my post
inadvertently came across as being rude, then my apologies.
