My server supports FrontPage Extensions, but does not support the password
protection capabilities of Front Page Extensions. How can I password
protect a subdirectory without using the FP access permissions?

They don't really give me any information, except that the WINDOWS server
does not support the permissions from FP - then they proceed to direct me to
a site describing how to use the FP permissions!! They have a Unix server
that does support the permissions, but I cannot move the web site (other
people involved).
Is there a standard way of controlling access to a folder or subweb when on
a windows server?

1) A windows server does support FP permissions, if the host chooses to do
so.
2) We use NTFS for our permissions, and don't even mess with FP permissions.
But, we have our own in-house servers hosting our web sites.

Under Windows you can not control access to folders/subwebs unless the web host allow you that
option, most do not, but some however will set them for you.

You can use ASP server-side scripting and database to control access to pages.
