Password

I am using Windows XP Home Edition and am unable to log on. I booted up in safe made , went in the control panel, and created a new password. When I restarted my computer and tried to log in I received a message that says, "The local policy on this system does not permit you to log in interactively." Can somebody, anybody please help! I have my senior project saved on this hard drive and it is due this Friday.
