I have created a database in Access 2002. How can I set it up so that users
can only view the db as a read only and a password has to be entered to
allow read/write.

Your best solution is to implement Access Workgroup security on the
database. This can be a complex subject! Download the Access 2000
Security Whitepaper (it hasn't changed with the newer versions) from

http://support.microsoft.com/kb/207793/en-us

Study it CAREFULLY, and follow its instructions step by step - it's
quite possible to have security set up wrong so that it's inconvenient
for users and wide open for hackers, or even so you can't get into the
database yourself!
