Password Protection

Hi all, perhaps someone can steer me in the right
direction.

Is there any way to Password protest the registry file so
that before any updates can be added to the registry the
person must provide a specific password?

If you know of a way to do this or even something like it
please respond directly to me at (e-mail address removed)

There is a free program that among other things will notify you of any changes to the registry and ask you if you want to allow it or not? (Great for viruses and spyware! It won't remove them but you will know they are there in realtime)
