password protected accounts

I had to reinstall windows again without uninstalling the
old version. The problem is i cant access my old files
which were password protected. i cant open my personal
folder in the documents and settings folder. what can i
do to be able to open this folder or copy my files into
my new personal folder? please help. thanks
