Password protect only on second opening

I have a 97-2003 Word document (not a template) opening in 2007 that
coworkers are using as a template. I was asked to update it to reflect 2009.
When the "template" is opened, it is wanted to be password protected to read
it, which it is, only one password.

Then when it is saved as another file, they are wanting it to be password
protected TWICE, just the saved copy. So people can see the "template", but
only a select few with the second password can open the saved copy.

I know this is possible since the 2008 version is this way, but I did not
create this form, and the person who did is no longer with the company. I
have checked the 2008 document and there aren't any macros, so I am clueless
as to how this is done.

For a document used as a template it would be better to save it as a
template and create new documents from it.

There are three levels of password protection involved for forms

1. Protection against opening the document
2. Protection against editing the document
3. Protection for forms (a weak form of protection intended primarily to
prevent accidental unlocking of the form, which restricts text entry to the
form fields it contains)

Any document that you allow someone to open, by password or otherwise, can
be saved with a new name without the protection.

I had suggested to the person using the form to save it as a template, but
she said no, she didn't want it that way. I found a fix, although I don't
know how it was originally done. This works, I've tried it out. It prompts
for the first password when you open it, but when you open a saved copy it
prompts for the first AND second password.

Drag the original and "make a copy"
Rename the copy to 2009
Right click on the document, go to properties and uncheck "read only"
Open the file (will prompt for both passwords), and make changes inside
Save and close it
Right click on the document, go to properties, and check "read only"
