Password Complexity

I have the password complexity enabled. However, when
choosing a password and adhering to the complexity rules,
the system keeps saying that the password does not meet
the complexity requirements (but it actually does). The
only way around this is to turn off the complexity setting.

Any ideas on why this is happening?

Give an example. (Not the real password but something extremely similar.)

Numbers, letters upper and lower, special and control characters.
