windows 2003 password complexity

When I tried creating a new user by putting in a simple
password, windows 2003 active directory gives an error
message that the password does not meet the complexity
policy. I tried to disable or even do not implement the
password complexity policy in my windows 2003 server
domain but still to no avail. I still cannot create a
user with a simple password! (eg 7 character with lower
case only)

Can anyone help me?

You need to edit the domain policy, not the local policy. It should work.

And I guess it goes without saying that having an account with a blank
password pretty much undermines any security safeguard you've placed on your
network.
