Password Complexity for Local and Domain

I have a Domain that requires 8 characters for passwords and Local machine
(Ghost image of all workstations) that requires 10 characters for
passwords - what will be the results - which setting will win?

Domain - if this workstations will be added to domain te domain policy
will take place, there can be only one password policy in the domain and
the GPOs are processed in the following order local -> site -> domain ->
OU, so domain policy is closest to the user
 
Once the computer is joined to the domain the Domain policy takes
precedence.
