You don't need to be a "partner". You need to be an OEM customer. Contact
one of the 4 distributors (shameless plug for Avnet here) and they'll help
you through the process. You simply need to sign a CLA (customer license
agreement) which is a contract between you and Microsoft. After that, you
buy your COA stickers and attach them to your devices. Please keep in mind
that when you buy the COA's, you're also agreeing to the terms in the ALP
(additional licensing provisions) document for that particular product (in
this case - XP Embedded).
