Under W XP, the user assigns the partician letters. When one runs the Xp
System Recovery CD, the software installs to partician "C"(I think). Would W
XP install to any partician as long as it is assigned the letter "C" and made
active?

If C: already exist on a partition and has xp installed, then the
installation is
possible but would end up with a unused letter.

XP will install to any partition you want, but it needs certain boot
files to be on the first active partition of the first drive.

But I have a W xp System Recovery cd. If I ran the cd at boot-up, would it
auto maticly install to the C:/ drive?

I misread when you asked your question. A regular installation CD will
install to any partition but I see you mean a recovery CD. I don't know
the answer to that. It would depend on how the recovery process is set
up. It might ask or it might just go ahead and install to C. Ask the
tech support folks for the computer vendor.
