PARTCNGS??? Error at boot up -- what is this?

WinXP Pro SP2 on a Dell Pentium 3 w/ 1gb RAM

I had a problem with sluggish startup after logging into Windows, along with
a very inconsistent appearance to the icons in SystemTray with each boot up.

Event Viewer told me there was an error at the service PARTCNGS--it couldn't
find the path. I checked the PARTCNGS service and found it was set to manual
start.

I changed that to automatic and now the machine seems to start. However, I
can't find a single reference in Microsoft explaining what PARTCNGS is, and a
Google search returned nothing.

A registry search for "partcngs" produced an entry for LEGACY_PARTCNGS and
also a service called PARTCNGS in a group called Parallel Arbitrator.

What is this and do I need to keep it? If not, how do I get rid of it.

PARTCNGS is not an XP service.

PARTCNGS may be a device driver. Search your machine for PARTCNGS, you may
find a PARTCNGS.exe, PARTCNGS.dll, PARTCNGS.sys, etc. file.

When you find something right click the file | Properties | Version tab

There should be a description on both General and Version tabs.

This info is part of the file and not all files have real good info.
Especially if it is spyware or a virus. Or whoever put it together was lazy
or secretive.

On the Version tab.

Click a category on the left to display the information on the right.

Other version information
Item Name:
Company
File Version
Internal Name
Language
Legal Trademarks
Original File Name
Product Name
Product Version

Sometimes, if someone was really industrious, there is info under the
Summary tab also.

16-bit programs do not have a Version tab.

The Company will be a big clue. The folder that the file(s) are in may be a
clue.

The order in which device drivers should be loaded and initialized is in
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\ServiceGroupOrder

Parport (Parallel Port Driver) for example, is a member of the Parallel
Arbitrator group, system32\DRIVERS\parport.sys

I think that the Parallel Arbitrator allocate resources to devices on
parallel ports.

A file search shows no files with PARTCNGS in the filename. All I found was
various temp internet files showing my google/ask/MSNLive search strategies.

Incidentally, I do have Paperport on my computer and it's showing up in the
Parallel Arbitrator group in the registry.

This is the first instance I can recall in which I could not find a filename
or service by googling. I have no idea what to do next.

Open Services...
Start | Run | Type: services.msc | Click OK |
Locate PARTCNGS and double click it.
On the General tab is Path to executable.
You can select that text and copy and paste it.

Do that and paste it into a message and post back.

Path to executable...
[[Specifies the path and file name of the service. The path and file name
cannot be changed.]]

Also in the Device Manager you can show hidden devices.

Start | Run | Type: devmgmt.msc | Click OK |
View menu | Select Show hidden devices |
Then click on the [+] next to Non-plug and Play divers to expand the list.
You may see something there.

I doubt that PaperPort has anything to with it. I have PaperPort on my

this service set to "automatic, the service shows up as "stopped.

I looked at all the non-PnP drivers. I don't see anything that even
resembles PARTCNGS.

The only thing I can think of is this a WMA media file and is corrupted
after being installed from a web site for Streaming media on your computer as
the Parport for plug and play devices.
Check your system for malwares and Viruses by scanning from here:

Stan,

sc query Obtains and displays information about the specified service,
driver, type of service, or type of driver.

Open a command prompt...
Start | Run | Type: cmd | Click OK |

Then type:

sc query partcngs

and hit Enter.

Just for an example, parport.sys is a kernel driver.

Stan, it's time to get rid of PARTCNGS!

To delete the PARTCNGS service.

Open a command prompt...
Start | Run | Type: cmd | Click OK |

Then type:

sc delete partcngs

and hit Enter.

Then reboot.

sc delete Deletes a service subkey from the registry. If the service is
running or if another process has an open handle to the service, then the
service is marked for deletion. Marked for deletion means it will be
deleted on the next boot.

sc delete partcngs will delete the PARTCNGS key under
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\
and probably wherever else it has oozed into.

All services are listed here...
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\
for example...
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\ALG
Application Layer Gateway Service is the Display Name for ALG, which is the
Service Name.

Then like Nass' suggestion.

UPDATE your antivirus software and run a full system scan.

UPDATE whatever anti-spyware applications that you have and run a full
system scan with each one.

You might want to start in Safe Mode to run your antivirus and anti-spyware
software.

Running a full system antivirus scan or anti-spyware scan in Safe Mode can
be a good idea. Some viruses and other malware like to conceal themselves
in areas Windows protects while using them. Safe mode can prevent those
applications access and therefore unprotect the viruses or other malware
allowing for easier removal.

''In safe mode, you have access to only basic files and drivers
(mouse, monitor, keyboard, mass storage, base video, default system
services), just the minimum device drivers required to start Windows.''

Because of that some malware does not load in Safe Mode and is easier to get
rid of.

I ran a spyware scan which removed just some ad cookies. I am currently
running another anti-virus scan, but that takes most of a day on my machine.

Well, no viruses and no spyware. I deleted PARTCNGS using the DOS command.
There are no startup errors in Event Log and bootup was much quicker.

Only one oddity: the reason I started all this was that along with slow
boot-up I also noticed that the icons in System Tray often didn't all appear.
Although the processes/programs all seem to be running, all my System Tray
icons are still not appearing consistently.

But I think that's not something worth spending any time on, unless there's
a simple fix.

You can use the Find Option or download this tool:
"AutoRuns for Windows v8.61 By Mark Russinovich and Bryce Cogswell"

The tool above will show in real time the running processes and can show
what in the registry, DLLs on your machine and you can use it to
remove/Delete a file or edit the startup programs.

Nass,

I used the command-line "sc delete..." and now all instances of PARTCNGS are
gone from the registry...except one entry in one of the Most Recently Used
lists--from a search, I suppose.

You can do what you like, but all you really need to try is disabling the
SSDP Discovery Service and the Universal Plug and Play Device Host service.
