part of connection wizard grayed out

Have been trying to set new internet connection and the
part (Connect using a broadband connection that requires a
user name and password or Connect using a broadband
connection that is always on) is grayed out and I can't
turn it on. what can be done

The first of these is common:

You Cannot Create a Network Connection After You Restore Windows XP

...and the fix is to re-apply SP1.

This sometimes crops up too...
