Create a PPPoE Client Connection

How do I Create a PPPoE Client Connection, when while in
the proccess...

"Click to select Connect using a broadband connection that
requires a user name and password or Connect using a
broadband connection that is always on."

This is grayed out for me, therefore I can not choose it.
Why?
