Paint/screen display

Help.
I am working in paint with a scanned drawing. I am trying
to fill with a color which when applied only appears in
black and white. I have been to the attributes tab and
ensured that color is set as default, not black and
white. Foreground and background colors are both set as
the color I want yet only black and white appears when I
fill with any color. The print preview shows only black
and white as well. I have all normal color set up on
screen.

Re Help.
Should anyone else read this and wonder. I cured the
problem myself. I had scanned the document and changed
the appearance to gray scale, consequently any further
colour enhancement ended up as gray scale. Now scanned in
as true color and works fine, thanks to Neal for his
answer though.
