Zygy,
If you send pictures as attachments, they can be resized. To send the photo
without reducing the size of the file, click Keep the original sizes in the
Send Pictures via E-Mail dialog.
If you open an E-mail message first and then attach the pictures, you will
not get the Send Pictures via E-Mail dialog and the pictures will not be
resized. You get the Send Pictures via E-Mail dialog when you select
picture file(s) first and then select Send To | Mail Recipient

Windows provides a special feature for sending photos or pictures in e-mail.
By providing the opportunity for you to reduce the file size of your photo
at the time you send it, Windows solves the problem of a large file
attachment never reaching its destination. In addition to reducing file
size, this feature also changes the dimensions of the image so that it fits
better on a computer screen.
You can change the settings to specify the size of the image. You can make
the size of the image smaller, but you cannot make a small image larger. If
your picture is bigger than the largest size indicated in the dialog box,
and you do not want Windows to reduce the size of the image, choose to keep
the original size. Making changes to the settings for sending a photo in
e-mail does not alter the original picture.

If the Sendmail.dll file is corrupted you will never get the Send Pictures
via E-Mail wizard. Or if the shimgvw.dll file needs to be registered.
Why don't the Resize Pictures dialog appear while sending picture to e-mail?
http://www.winxptutor.com/resizeimage.htm
You are not prompted to resize an image when you send the image by e-mail
from Internet Explorer or Windows Explorer in Windows XP
http://support.microsoft.com/kb/883393
Why don't you restate exactly what your problem is because, I for one have
been guessing.
