Paging File errors

I continue to have a problem establishing a Paging File.
I log on as the administrator, go to Control Panel,
System, change my paging file and still my PC shows a 0
amount. Therefore, programs that demand alot of memory
either run slow of shut down. I have spent numerous
hours reviewing MS tech bulletins, updated Windows XP
utilizing the program disk, etc. Worked with some very
knowledgeable PC folks and still the problems exists.
Has anybody faced this or am I missing something?
