pages wont automatically refresh?

some pages that I visit, news pages etc., that used to automatically refresh
to that days news, are not doing so anymore. Also, on ebay, it wont let me
access my ebay page, saying my browser wont allow cookies. I have set the
browser setting as low as they can go, and it still says this. What
happened????
