Page Numbers - Page X of Y

I want to exclude the Title and Contents page in the Page Numbers in the
Footer.

Have 100 page document and have got it to start as Page 1 (really page 3)
but comes up with 102 pages in the "Y". How do I make sure that it is only
calculating from page 3 and not including the TOC and title page?

How are you restarting the page numbering? If you are using a section
break, you can do this: Press Alt+F9 to display field codes. The "Y"
part of "Page X of Y" will display as { NUMPAGES }. Change it to {
SECTIONPAGES }, press F9 to update, and then press Alt+F9 again to
hide field codes.
