Page numbers in Word 2003

I'm new to Word (2203) and need help addressing a page numbering sequence.
Have a cover letter, two pages of table of contents, and seven pages of body
text.
The body page numbering starts at 3 but I want it to start at 1.

The cover page does not display a page number, nor does the first page of
the table of contents. The second page of the table of contents displays "2"
in lower-right corner. Wouldn't mind if the table of contents displayed i,
ii, iii but
not 1,2,3. The first entry in table of contents shows data on body text (an
H1
headers) as appearing on page 3. How can I make this show as "1"?

I suspect it has something to do with section breaks. The break at the end
of
the table of contents shoes break-continuous. It seems like a hard page
break
would be better but I don't how to force a differnt section break at end of
TOC.
Followed online help and entered a page break after TOC but that gave me
two breaks at end of TOC (section-continuous and page break. That didn't
work.
