page cannot be displayed

when i try and access the internet, often it says that the page cannot be displayed... i have gone through the step by step help thing on microsoft but it says that i am not connected to the internet when i am. I dont know what to do cause it happens like 99.9% of the time i am online... the only way i can view the page is if i restart but then i just get the page cannot be displayed again.

Please help
