"page cannot be displayed" and no navigation in secure sites

after downloading critical updates (including 832894 and/or 821814hotfix) I
can no longer access sites that require sign-in (such as my hotmail account!)
some places i can sign in but not leave that page. there is an article about
this issue http://support.microsoft.com/kb/831167 which I followed to the
best of my ability that will not fix the issue. it says "download this" and
when I do it says "this won't work without sp1" (i have sp4 with w2k)
the only other option available to me today is this group. can you help?
