Page browser loads is outdated

My browser suffers from some sort of bug which causes it
intermittently to load an outdated page, even if the browser's
cache has been emptied. How can I fix this?

You don't say which browser you are using.

For internet explorer you could force it reload the page on every access,

control panel/Internet options/general Tab

Under Temporary Ineternet Files, click settings.

Under "Check for newer versions of stored pages" select "Every visit to the
page"

It must be finding the outdated page somewhere on your system.
Have you setup certain pages to be viewed offline ?
