Is there a way to insert a page break into an Outlook email message so
that when the received email message is printed, a new page will be
started at that point?

Send your document as a Word .doc file that is attached to your e-mail
if you want to enforce page breaks at specific lines. However, remember
that what you have for a printing setup (paper size, font size, printer
margins, etc.) may not be what they have.

If you use Word as the editor, perhaps, but since you decided your Outlook
version is not in play, this answer may not suffice.

I know if I attach a Word document then I can do whatever formating Word
allows, including page breaks.

My question is, does Outlook itself have a way to indicate that in the
midst of a simple text email, that a page-break is needed? Perhaps the
answer is "no" ?

"No" is the answer you should go for here indeed. Even if you could somehow
force this because of Outlook's relation to Word formatting, then you'd
still get mixed results as your recipients might not use Outlook.

If you really want to control this then it would be best to send it as a
doc, docx or pdf-file.
