The problem with burning it as opposed to doing so through powerpoint is...
The sync (timing) is lost. I have a moive from movie maker inside the
presentation. The opening slides are words timed to music. I have to cache
the ppt by playing it once to sync the timing. Burning prevents this. I can
burn to a CD-R, but not RW. This is from my work laptop but I have admin
rights so that shouldn't be an issue. Other thoughts?

I don't understand the distinction (and honestly, don't believe there is one).
PowerPoint does a certain amount of caching in memory so it's true that playing a
presentation through once can make synch more reliable. But it doesn't STORE any
of this information other than temporarily in memory. It isn't saved in the PPT
file, so it doesn't matter whether you burn the cd before or after having played
back the presentation; the file you save will be the same.
