P/S 2 mouse port

I did a clean install of Win 2K and I love it. But I have had trouble with my P/S 2 mouse port freezing up every time I restart the machine.(the keyboard works fine). Sometimes I can unplug and replug the mouse,it will work fine. But most of the time I have to reboot 3 or 4 times to unfreeze it. I am out of ideas on how to fix it. Any ideas? I have uninstalled the driver and tried updating drivers and tried 4 different types of mice to no avail.I have to unplug my scanner to use its port for a serial mouse until the issue can be reaolved.
