Ownership of Folder in XP Home

After XP Home non-destructive re-install, Folders
retained privacy and access is denied.
I'd like to access folders,and if not access then delete.
Right clicking on Folder is missing Security Tab.

For XP Home, you need to do it under Safe Mode. It sounds like you already
have figured out what to do once you find the Security tab.

Home does not support setting individual access controls (and hence a
Security tab) unless you boot to Safe mode, logon the Administrator
account, and do it from there. And it is only on NTFS drives anyway
