ownership of ALL files

How would I PERMANENTLY get rid of ownership of ALL files by ANYBODY except
me?

For example, I cannot delete some files because: "cannot read from source
file or disk."

I doubt that file ownership is causing you a problem, unless someone has
been playing with it on your machine.
For example, I cannot delete some files because: "cannot read from
source file or disk."

What files? Examples?

All types, mainly TXT files.
