Owners account cannot logon

Whenever I boot up the computer, a window appears asking what account I want
to logon. I enter the Owners account. There is a box to enter a password,
but I never assigned a password. If I press enter to logon, a message
appears that says I have exceeded time restrictions and must try again later.
Of course, whenever I try again, the same message appears. I can logon
using another user account, but Windows will not let me make any changes such
as turning-off Norton Antivirus. Also, all of my owner preferences such as
internet favorites and old e-mails are not accessible. Does anyone know how
I can regain control over the Owners account? I tried performing a Windows
Repair, but that did not help.

Did you try making another administrator account? As an administrator, you
should be able to go in to "users" to find your owner account and change the
password on it. Then you should be able to go back and log into it.

I did create another users account and assigned administrator status. I also
canceled the password for the Owners account. However, whenever I try to log
on in Owners account, I still get the message that I cannot logon due to time
restrictions. Also, when I do logon with the other account, the Owners
account still seems to take precedent over the other one. I tried to
turn-off Norton Anitvirus and got the message that I did not have authority
to do that.
