OWA password Issue

hi, i have an issue with my current OWA server. i am using exchange 2000 with
a front-end owa server and everything works great with SSL and user
authentication etc and users can access their mailboxes from the frontend
server and read internal mails without problems. however, when a user clicks
on an external mail from another domain other than ours, a username password
box pops up and it will keep coming up no matter how many times that username
password is entered. this only happens with the authenticated users group as
domain admins are ok hence i think it is a permission issue somewhere. any
ideas?
