Processes or applications that are stopped in Task Manager are only stopped
until restarted either manually or through a reboot cycle. If you have
restarted the computer and are having a problem with a process spiking the
CPU, then you will need to troubleshoot what the specific process is and why
it's causing the problem.

I accidentally went into task manager and shut something off (what i do
not know). Now my processor constantly runs at 100% CPU Usage. Everything
works but is very slow. How do I get my processor to act normal again?
