Overlapping nav buttons question

Hi,

I'd like to create some overlapping navigation buttons in FP2002.

I've designed the following layout using Photoshop and would just like the
text to change colour when the mouse is hovered over each button (along with
a link for each).

If the buttons didn't overlap then I'd know how to achieve what is needed
but I have no idea of how to progress.

Any advice would be appreciated.

With 1 image (which is what you have) you are limited to using an image map
