Output file

My source file got the following bitrates:

Audio: 80 kbps 44kHz CBR
Video: 96 kbps CBR WMV

Both in Windows Media 9 format.

I really need the output to keep these settings. Is this possible?
At best I've only got 64 kbps of Audio.

96kbps is really low for video bitrate. why do you want to preserve it?
 
It's for broadcasting purposes. We focus on the Sound quality as we mainly do Audio-only broadcasts. The Video portion is only a bonus feature for these who want to tune in to the video broadcast.
