outlvba.dll

When i start up outlook 2003 i get this message "outlvba.dll is not a valid
office add-in" i can compose email and it says "send/recieve" but mail still
sits in the OUTBOX and no mail is recieved. Any help please.
 
When I start outlook 2002 I get this same message. Any luck finding a
solution?
