Outlookb 2003 - Auto dialer

I recently installed Windows Vista on my laptop and my problem is with Outlook.
When I try to dial a telephone number everything works fine except we cannot
communicate once the connection is made.

It will do the follow:
(1) give numbers to choose from
(2) dial the number I choose
(3) connect the call, or if I click talk now it hangs up?

I have made sure the sound is on and volume is turned up.

Any suggestions?
