Outlook2003 Out of Space on Rules

I have a user using Outlook 2003 and he had a few rules running on the
exchange server and hit the 64k limit on the rules and was unable to
add any more.

He then cleaned up his rules so that he only had a couple left but is
still getting the

"One of more rules could not be uploaded to exchange server and have
been deactivated. This could be because some of the parameters are not
supported or there is insufficient space for your files."

Is there something we need to do in his Outlook or on the server to
ensure the space is free'd up?
