Outlook2000 intercepting OWA usage

One of the users on our network is reporting problems when he tries to
use the Outlook Web Access screens through Internet Explorer. When he
tries to open or send an email using WebAccess, he finds that his
personal copy of Outlook2000 loads up.

Is this an Outlook issue? An IE issue? Something else?

No other users on our network are reporting a problem like this - we
can all use OWA quite easily without it firing up Outlook.

Any ideas what I should be looking for?

how is he opening or sending email? if he is clicking mailto links on web
pages, the default mail application will load - and owa isn't typically the
default application (you need to hack the registry to make it take over
mailto's).

Exactly what does he click just before the Outlook window opens?

Exactly what does he click just before the Outlook window opens?Thanks for the quick replies. To clarify:

He's loading Internet Explorer, and going to our corporate OWA site.
He's logging in and seeing the emails in his inbox. When he double
clicks on one of those emails, to open it, he's seeing Outlook2000
loads.

He can click on "Compose" in OWA (in IE) and type an email. When he
clicks on the "Send" button in OWA (in IE) Outlook2000 loads

Outlook2000 not running when he starts Internet Explorer. Not clicking
any "mailto:" links or anything like that. He's trying to work
entirely within OWA.

It's almost as though something in IE is spotting that the url includes
..EML and looks to see what applications can handle that type of file.
