outlook xp will not start

I can not start outlook xp. I get an hourglass as if it
is trying to start but nothing. I repaired my files with
the original cd and nothing. I unistalled and reinstalled
Office and nothing. Has this happened to anyone else?

Does it start in safe mode?

* Start > Run > type: outlook.exe /safe > ok button

If yes, try renaming outcmd.dat to outcmd.bak while all e-mail enabled apps
+ outlook are closed. (file is in a hidden/system directory)
